Phase 1 - Call for Expressions of Interest

The first phase of the Benin Enterprise Park (“BEP”) occupies a footprint of 93 hectares and is the subject of this request for expressions of interest by prospective EPC contractors.

Benin Enterprise Park Limited (“BEPL”) intends to hire the services of one or more engineering, procurement, and construction companies (the “EPC Contractors”) with experience in delivering large scale complex projects.

The appointed EPC Contractors will be responsible for ensuring the performance of the works outlined below.

Scope of Works


  • Roadworks;

  • Storm water drainage;

  • Borehole water supply;

  • Domestic sewage collection and treatment;

  • Power distribution at 11 and 0.4 kV;

  • Street lighting;

  • Cable conduit system for ELV; and

  • Boundary wall and fences.


  • 40MW gas-fired open cycle power plant;

  • 6km gas spur line; hot tap into gas trunkline; and PRMS.


  • Construction of industrial buildings with a combined footprint of circa 30 hectares.


  • Modularised accommodation units for up to 500 personnel.

Advice to Contractors

In an effort to ensure the highest quality of work, BEPL will preferentially invite bids from firms that can demonstrate having recently provided EPC services on at least five projects in the past five years, each project with a value exceeding US$100 million, of which at least two are on a full turnkey EPC basis. Experience of working in Sub-Saharan Africa is also desirable. BEPL also wishes for this international experience to be complemented with utilisation of in-country expertise.

Preference will also be given to firms that are capable of delivering the full package of works under a fully wrapped turnkey contract.

BEPL will not be responsible for, or accept any cost involved in, the preparation or submission of expressions of interest and does not bind itself to accept or pre-qualify any such expression of interest.

Submission of EOIs

BEPL invites eligible EPC firms to indicate their interest in the performance of these works. Interested firms must provide sufficient information to support their qualifications to perform the works outlined in this call for expressions of interest (“EOI”).

Completed EOI submissions should be returned simultaneously (by email) to both the contact names shown below by 17:00 (Greenwich Mean Time) on 11 October 2019.

Within two weeks of the deadline for receipt of expressions of interest, BEPL will issue notification to those pre-selected parties of their pre-qualification and issue, along with the notification, a project tender package that will further detail the tender process and timescales.
